Prime Minister directs to remove "bottlenecks" in implementing Project 06

On the morning of June 10, Prime Minister Pham Minh Chinh chaired a conference to summarize 1 year of removing "bottlenecks" in implementing Project 06 in Official Dispatch 452/TTg-KSTT dated May 23, 2023. and promote connection and data sharing to serve the development of e-commerce and prevent tax loss according to Directive 18/CT-TTg dated May 30, 2023.

At the point of Bac Giang province, Chairman of the Provincial People's Committee, Head of the Provincial Digital Transformation (DT) Steering Committee Le Anh Duong chaired the conference. Also attending were Standing Vice Chairman of the Provincial People's Committee, Head of the Working Group in implementing Project 06, Standing Deputy Head of the Provincial DT Steering Committee Mai Son; members of the Working Group in implementing Project 06; representative leaders of a number of relevant departments, sectors and districts, the district-level town and the city.

According to the report at the conference, after 01 year of implementing Official Dispatch 452/TTg-KSTT dated May 23, 2023 of the Prime Minister on removing "bottlenecks" in implementing Project 06/CP, awareness, actions of all levels and sectors on DT in general and implementation of Project 06 in particular had basically had positive changes. All levels, sectors and localities had a clearer view of the current state of infrastructure, human resources, data, security and safety and completion requirements to meet the requirements of implementing Project 06. Government and Prime Minister paid attention and directed closely and drastically to remove "bottlenecks" in implementing Project 06 with the goal to implement the Project effectively and on schedule. Ministers, heads of ministerial-level agencies, and Chairpersons of People's Committees of provinces and cities had had specific solutions to implement the tasks of ministries, sectors and localities.

However, the report also clearly pointed out a number of groups of issues and "bottlenecks" in implementing Project 06 such as legal bottlenecks, and slow review, amendment, and simplification of administrative procedures compared to request. Many online public services had not been integrated and provided on the National Public Service Portal. Many ministries, sectors and localities had not completed connecting the electronic data management warehouse of organizations and individuals on the information system for resolving administrative procedures at ministerial and provincial levels with organizations and individuals’ electronic data management warehouse on the National Public Service Portal to serve resolving administrative procedures and providing public services. Connecting, sharing, and reusing data in the direction of people and businesses only providing information once was still limited. The rate of digitization, reuse of records, and results of resolving administrative procedures were still low, etc.

Regarding the promotion of connection and data sharing to serve the development of e-commerce to prevent tax loss, after 1 year, the overall tasks of Directive No. 18 had been implemented methodically and with detailed plans. The awareness and actions of ministries and sectors on joining hands in the management of e-commerce activities in general and tax management of e-commerce activities in particular had changed positively. A number of tax and related legal policies had been amended and supplemented to meet the legal framework. Each ministry and sector had built a database to serve e-commerce management and initially shared existing data with the tax industry to serve the management of e-commerce activities. Electronic identification and authentication had been applied for individuals registering to declare and pay taxes; digital signature, telecommunications, domain name services; individuals opening payment accounts at commercial banks and credit institutions, etc.

From the above impacts, tax management results had had positive changes. Many individuals doing online business voluntarily registered, declared and paid taxes. Local tax authorities provided maximum support, created favorable conditions, and ensured 100% implementation of tax procedures electronically without having to directly contact tax authorities in the traditional form. The tax industry classified subjects with e-commerce business activities to apply appropriate and effective tax management solutions. Tax revenue from organizations and individuals with e-commerce business activities grew strongly in 3 years: 83 trillion VND in 2022, 97 trillion VND in 2023, over 50 trillion VND in the first 5 months of 2024.

At the conference, representatives of ministries, agencies and localities frankly discussed and proposed many solutions to remove obstacles and difficulties in implementing Project 06 such as reviewing legal documents; promoting amendments and supplements to documents related to e-commerce; arranging public investment capital for implementing Project 06; developing a project to develop high-quality human resources to serve DT in general and implement Project 06 in particular; building and operating a common database on e-commerce to strengthen tax management, etc.

Concluding the conference, Prime Minister Pham Minh Chinh requested ministers, heads of sectors, heads of agencies, and Chairpersons of People's Committees of localities to uphold the sense of responsibility, "what have been said must be done, what have been committed must be done, what have been done must be measurable", "only work, no backtracking", focusing on directing and completely handling the "bottlenecks" and problems mentioned. Urgently improve institutions to serve the development of population data, connection and sharing of data in particular and the national community in general. Ministries, sectors and localities must be proactive, positive and creative according to their authority.

Promote simplification and restructuring of administrative procedures to improve the quantity and quality of public services provided to the People. Ensure the necessary conditions to convert to using VNeID as the only account in carrying out administrative procedures and providing public services in the electronic environment from July 1, 2024. Instruct medical facilities and people to use electronic health book information on VNeID. Urgently evaluate effective pilot public services such as issuing criminal record cards on VNeID in Thua Thien Hue and Hanoi to replicate nationwide.

Ministries, agencies and localities would urgently complete the connection of the electronic data management warehouse of organizations and individuals on the information system for resolving administrative procedures at ministerial and provincial levels with the electronic data management warehouse of organizations and individuals on the National Public Service Portal serve to resolve administrative procedures and provide public services.

Accelerate the progress of building the National Data Center and specialized databases of ministries, sectors and localities, creating a premise for developing and exploiting national databases and forming information warehouses of digital identification information for citizens and organizations in carrying out administrative procedures. Promote synchronous integration and interconnection between national databases to develop the Digital Government and promote regular, continuous and safe commercial transactions in the digital environment.

Promote DT in tax management and synchronously implement electronic invoice solutions, especially in the management of e-commerce activities. Promote digitization and enrich the databases of ministries, sectors and localities. Build and operate a shared database on e-commerce. Drastically implement solutions on electronic invoices; localities would pay attention to allocating resources to deploy electronic invoices in direct retail to consumers. Review and strictly handle violations of business establishments not issuing electronic invoices.

Ministries, sectors, and localities, based on their functions, tasks, and powers, would proactively review and effectively overcome groups of problems, limitations, shortcomings, and disadvantages as pointed out in the report with implementation plans.

After the conference, directing at the point of Bac Giang province, Standing Vice Chairman of Provincial People's Committee Mai Son requested departments, sectors and localities continue to closely follow the Central direction; proactively advise and promulgate provincial documents and regulations to implement Central directives. Continue to promote the positive results achieved in public service provision. Closely follow the Government's direction, promptly propose solutions for arising problems and difficulties. Strengthen policy communication to people and businesses.

Standing Vice Chairman of the Provincial People's Committee assigned the Department of Planning and Investment to preside over organizing training conferences on implementing online administrative procedures for businesses and suitable subjects such as pupils and students to help relatives carry out online administrative procedures to be fast, concise, and cost-effective.

The Department of Information and Communications would continue to well deploy platforms to implement administrative procedures, especially software to support the management of targets, socio-economic management, and the province's budget. Clean and standardize data to connect to the National Public Service Portal, serving the transition to using VNeID as the only account in implementing administrative procedures and providing public services in the electronic environment.

Localities would pay attention to allocating resources for one-stop shops at all levels. Urgently update data on environmental resources and land connected to the population database.

The Department of Home Affairs would continue to guide, train, and foster information technology human resources to serve DT. Continue to effectively implement the project on human resource training for the province's DT.

The Provincial Police would continue to well perform the tasks of the standing agency of the Provincial DT Party Steering Committee. Regularly inspect, urge and remind lower level units. Proactively follow the emulation targets and direction of the Central Government to promptly report to the Head of the Provincial DT Steering Committee to direct implementation./.
